I think the most (or one of the most) tragic part(s) about Data is the fact that he has a childlike innocence, but was never and will never be a child.

When he speaks, it's a grown man's voice; when he was activated, he was already a fully formed person physically; he can calculate variables at blinding speeds and his hands can bend steel-but he essentially has the curiosity and perspective of a little boy. However, he will never know what it's like to evolve physically or to have a body that matches his mind.

That's why, in Datalore, Lore says, "And let us toast also Dr. Soong, who gave me the full richness of human needs and ambitions. A perfect match for my mind. My body." He is the epitome of humanness in an artificial life form, and he lauds it over Data because in his eyes, the disconnect between Data's childlike innocence and his advanced android body (and his lack of emotions) is lesser than him.

I think it's also why Data is so good with children-because they're in the same boat. Even though Data has a much more vast amount of knowledge and experience, he understands the children's perspective and never belittles them as Lore does to him. He sees them as people and even wants their commentary on what being a child is like (as per "Hero Worship" and that one scene in "Insurrection").
